According to QbitAI, the China Academy of Information and Communications Technology (CAICT) and Tencent have jointly issued a new framework for enterprise overseas expansion, and the AI agent platform WorkBuddy has become the first implementation case — with 22 AI experts officially taking up their roles on the platform.

WorkBuddy is an AI-driven workforce management platform designed for enterprises. The initial cohort of 22 AI experts will cover key scenarios faced by companies expanding overseas, including cross-border recruitment, compliance management, multilingual communication, and cultural adaptation. These AI experts are designed as autonomous agents capable of handling specific tasks end-to-end, rather than simple chatbot interfaces.

The joint effort between CAICT — a national-level think tank under China's Ministry of Industry and Information Technology — and Tencent signals a shift from traditional human-driven globalization to an AI-augmented model. AI agents can operate around the clock across time zones and languages, significantly lowering the operational barriers for companies entering foreign markets.

For Chinese enterprises accelerating their global expansion, the practical implications are substantial. Traditional pain points — difficulty recruiting local talent, complex regulatory compliance across jurisdictions, and significant cultural barriers — can now be addressed through standardized, cost-effective AI agent solutions.

The specific capabilities of WorkBuddy's AI experts include: interpretation of local labor laws and compliance recommendations, multilingual resume screening and initial interviews, cross-border payroll calculation and tax filing assistance, and real-time monitoring of overseas market intelligence.

Industry observers note that CAICT's involvement lends the framework credibility and standardization, while Tencent's AI technology and ecosystem provide the infrastructure backbone for large-scale deployment.
