HarmonyOS 7 Smoothes System-Capability Integration: Skills and Agents Become Callable
At the Huawei HDD HarmonyOS Innovation Forum in Xi'an, HarmonyOS 7 showcased a push to package system capabilities for developers: one-tap cross-device transfer, a system-level Xiaoyi agent, and encapsulated Skills and Agents. Developer cases such as Notein and Elephant News report sharply shorter development cycles, with cross-device transfers now under 1.2 seconds.
At the just-concluded Huawei HDD HarmonyOS Innovation Forum in Xi'an, HarmonyOS 7 put its developer story on display: packaging heavy system capabilities — cross-device connectivity, service invocation, spatial rendering — into interfaces and tools developers can use directly. Huawei framed the change as three "crossings" of terminal interaction: across devices, toward Skill-based AI services, and out of the flat screen.
The push comes against a backdrop of market anxiety. IDC's latest AI terminal white paper shows smartphone shipments fell 13.9% over the past year, with PCs and tablets also in negative growth; AI is nearly the only variable with a growth story. But developers still face large workloads and complex system chains when embedding AI into products — the gap HarmonyOS 7 is trying to close from the OS foundation up.
For users, the most visible change is the upgraded Xiaoyi assistant. Under an Agentic-friendly architecture, Xiaoyi becomes a system-level "smart brain" that handles intent understanding, service orchestration, and result delivery end to end. Users can now get work done through Skills: for a four-person dinner with Sichuan-Hunan flavors, Xiaoyi uses a recipe Skill to plan the menu and portions, then connects a grocery Skill to order the missing ingredients.
On the device side, the one-tap transfer capability built on the Star River interconnect turns file sharing into a single bump — and it carries location intent. When a phone touches a specific spot on a tablet, photos land directly on that area of the canvas, skipping import, drag, and adjustment steps. The third direction brings digital content out of the flat plane: by understanding depth, lighting, and spatial relationships in the real world, the system adds a Z-axis to the 2D UI — for example, a clock on a portrait lock screen naturally tucks behind the person.
For developers, system capabilities become callable tools. File transfer is now bundled into Share Kit: developers only decide what to send, where, and bump the devices; the system handles connection and data transfer. For precise placement, they fetch the touch position and map the sender's A coordinates to the receiver's B coordinates.
The Xiaoyi open platform turns more than 300 tools behind a single entrance into services invocable with one sentence; the Qimiao Toolbox team reportedly went from zero to full implementation in under a week. Notein, a handwriting-note app, integrated bump-to-transfer and AirDrop-style capabilities, reused 90% of its existing code, cut its development cycle by nearly half, and brought cross-device transfer down to under 1.2 seconds.
There is also an AI-coding case: when building its HarmonyOS version, media outlet Elephant News used HarmonyOS's self-developed third-party library conversion tool to migrate working libraries from other platforms automatically and in a standardized way, compressing migration work from 1.5 person-months to one person-week.
The three cases span different industries but point to the same conclusion: once the engineering wall is torn down, more than one type of developer benefits. Industry attention is mostly on large-model code generation, but the real bottleneck for terminal innovation is no longer coding alone — system-level engineering such as cross-device interconnection, intent scheduling, and spatial interaction continues to constrain ideas from reaching the market.
HarmonyOS 7's answer is to standardize and package high-frequency, complex capabilities so developers stop reinventing the wheel and focus resources on product polish. With these engineering tasks absorbed by the system, the experience gap in terminal AI may finally widen — and the question to watch is how much of this capability set Huawei opens to the wider ecosystem.
