OpenAI and Oracle expand partnership to put Oracle apps inside ChatGPT

OpenAI and Oracle are widening their partnership so Oracle applications and data can be reached from inside ChatGPT, while Oracle builds new products on OpenAI models. The companies say the goal is an agent-ready enterprise where people and AI agents work across business systems under existing permissions and approvals.

OpenAI and Oracle are expanding their partnership: Oracle applications and data will be brought into ChatGPT, and Oracle will power new products and services with OpenAI's models. The two companies describe the goal as an "agent-ready enterprise," where people and AI agents work across business applications in one connected environment.

The deal builds on an existing commercial relationship spanning the OpenAI API, ChatGPT Work and Codex. OpenAI's announcement notes that Oracle has reported 130,000 active ChatGPT users and more than 95,000 active Codex users. Oracle's recruiting team uses ChatGPT Work for market research that once took two to four days to compile and now takes 15 to 20 minutes to prepare.

The centerpiece on the ChatGPT side is Oracle AI Workspace, which Oracle is developing to connect its applications and data to the assistant. The intended experience lets a person describe what they need to accomplish, find the right information and complete approved workflows in one place. OpenAI's example is a new finance team member investigating costs, understanding purchasing decisions and identifying what remains before month-end close, with information pulled from finance, procurement and planning applications.

Oracle is also announcing products built with OpenAI models and tools. Oracle AI Security Mesh is designed to find and fix vulnerabilities in applications and infrastructure using OpenAI cyber models, with Oracle managing the testing infrastructure so customers stay within authorized scope. Oracle AI SMB Bundle packages ChatGPT Business and Codex with Oracle applications and OCI credits, while Oracle App Composer lets teams build apps with Codex, connect them to approved Oracle data and workflows, and deploy on Oracle Cloud Infrastructure.

Purchasing is part of the arrangement. U.S. customers can buy access to the OpenAI API, Codex and ChatGPT Work through Oracle Marketplace, using existing procurement processes and eligible Oracle Universal Credits. That lets enterprises route AI spending through the software contracts and billing they already have.

Much of the announcement is about governance rather than capability: simpler administration, unified sign-in, and access governed by each organization's permissions and approvals. That framing acknowledges where enterprise agent deployments usually stall — not in model quality, but in identity, data boundaries and audit trails across systems that were never designed to be queried by an agent.

Details are still thin. Oracle AI Workspace is described as in development, with no launch date, and pricing or availability for the security, SMB and app-composer offerings was not disclosed. The test will be whether these integrations hold up in real multi-application workflows, where permissions and cross-system consistency matter more than a polished demo.

Why it matters

For OpenAI, the deal pushes ChatGPT from a chat product toward a front door for enterprise software; for Oracle, it adds an AI distribution layer on top of an installed base of ERP and cloud customers. The competitive ground is shifting from model benchmarks to entry points and permission plumbing.
