NVIDIA's open models move into European public services, country by country
NVIDIA rounded up European public-sector projects built on open models, from deepset's expansion of the European Commission's AI@EC platform to Polish medical imaging and agentic systems for 400-plus labor offices, plus sovereign offerings in Germany, France and the UK. The UK and Germany each published million-record localized synthetic persona datasets.

NVIDIA used an October 21 blog post to round up European public-sector open-model projects, spanning the European Commission's shared AI platform, medical imaging and employment services in Poland, and sovereign deployments in Germany, France and the UK, with partners including deepset, Deloitte, Materna, secunet and LINAGORA.
The common thread is control: models run on government-operated infrastructure or in national data centers, training and synthetic data are published where possible so they can be checked, and local languages and service workflows are adapted by local teams.
At the EU level, Berlin-based deepset is expanding its Haystack Enterprise Platform, the foundation of AI@EC, the Commission's shared platform for building and running AI applications on infrastructure it manages. The update links agent development, execution, optimization and governance, adds cost comparison, answer-quality evaluation and tracing, and relies on NVIDIA Triton Inference Server for the retrieval and ranking services behind it.
Poland's projects are the most concrete. Deloitte is helping the country's eHealth Centre build an Intelligent Services Platform for medical imaging on NVIDIA DGX BasePOD and the MONAI framework, aimed at analyzing X-rays, CT and MRI scans, detecting abnormalities and prioritizing urgent cases. With Deloitte's support, the Ministry of Family, Labour and Social Policy is building an agentic factory for more than 400 labor offices, running models including PLLuM, GPT OSS and Inkling for document search, summarization and digital assistants.
Synthetic data is the quiet infrastructure layer. London-based Locai Labs released Nemotron-Personas-UK, a dataset of 1 million synthetic personas reflecting UK demographic and geographic diversity. Germany's Soofi research initiative is building Nemotron-Personas-Germany from the 2022 census, covering all 16 federal states and 400 districts with six synthetic personas per record.
Paired with NVIDIA's open-source NeMo User Sim, those datasets let agencies evaluate and train public-service models against simulated users without touching real personal data, and test whether a model behaves consistently across regions, age groups and education levels.
Germany's sovereign cloud proposal goes further. secunet, NVIDIA, Red Hat and deepset are developing an offering on secunet's SINA Cloud foundation, combining NVIDIA accelerated computing and Nemotron open models, Red Hat OpenShift AI, deepset's Haystack agent orchestration and infrastructure operated by secunet in German data centers, with security components authorized for classified information.
France is using procurement instead of building: CANUT, the public purchasing body for digital services, selected LINAGORA and Docaposte to provide a sovereign collaborative workspace built on Twake.ai, open to more than 2,500 eligible organizations including municipalities, schools and healthcare institutions without their own tender.
Taken together, European public-sector AI buying is settling into a repeatable structure: open-weight models, local-language data, national data centers, local integrators. For U.S. vendors, the entry ticket is less about model quality than about fitting into that sovereign supply chain.
Why it matters
For vendors, the ticket into European government AI is less model performance than fitting a sovereign supply chain of local data, national data centers and local integrators. Synthetic persona datasets are becoming evaluation infrastructure for public-service models.

NVIDIA widens DSX platform as GE Vernova, Hitachi Energy and Schneider Electric plug in
NVIDIA detailed how energy and electrical equipment makers are building on its DSX AI Factory Platform, with GE Vernova, Hitachi Energy, Schneider Electric and Siemens Energy contributing grid simulation, storage certification and Vera Rubin power and cooling reference designs. NVIDIA says power is now infrastructure's biggest bottleneck, with more than $300 billion of equipment backlogged and over 200 gigawatts of projects waiting in U.S. interconnection queues.
